That pin-out is very strange, as you say, doesn't fit with their 40-pin standard. The pairs of Vss and Vcc make a cross, which could be a pain (vis-a-vis unnecessary routing or wiring) on a single-sided board, not like the standard. Odd that T0CKI has been isolated, Scenix-style.
