I'm not surprised at this - personally I only ever request samples if I =
can't get parts from a
normal distributor. $8 probably still doesn't cover their admin etc. =20
Anyone who is a genuine developer needing parts won't have a problem with=
 a few dollars' cost - this
will be a negligible part of the development cost of a product.=20
