After questioning him, they decided he was an innocent student, but they photographed him, and he's on their suspicious person lists now. The Locks are a military installation run by the Army Corps of Engineers, who say they welcome visitors and photographers. It is a very pretty area and there's always lots of people with cameras there. The terrorists have already won. America is no longer the land of the free.
