You need to pullup MCLR, i.e. NOT let it float. 22K is fine to VCC. You
MIGHT want to pullup the switch inputs as well; the internal pullups are
very weak.

You also need to put a CAP (.1uF or so) across VDD/GND pins of the PIC
in order for it to operate properly.
