Well it's not quite as simple as that :(

Looking at the other end of the connection is at 12v (whatever that is
in the car) switching in combinations of resistors. which will give any
voltage between 12v and ground.

I am thinking again of the voltage divider, but with enough resistance
on both sides that it will not present more than 5v using a zener to
clamp it off just in case. Would this work like this? I am going to do
the math and figure out the minimum and maximum resistances and put a
circuit diagram together to show what I am thinking of.
