I thought I read a story about a town in Australia buying up all the DE,USA lottery tickets. At the time there was only the numbers 1-42 and no powerball. Now the odds/probability of winning are so slim you can't buy all the tickets. It was also my understanding they had a deal with a large chain of stores to auto print all the numbers. The stores agreed to but before they could finish some of the machines broke and the town only got 80% of the numbers, but again they did have the winning number.
