If you decide to end up making another new board, I would suggest checking it for shorts before you load it. The pcb is a component like all the rest in your circuit but it's easy to forget that. It needs to be checked just like any other part. Another idea, after testing it for shorts, is to start loading your new board and doing a power up test as you go. This isn't always possible but often is. For example, load the voltage regulator and/or other power supply parts first and test that much. Verify *at the PIC power pins* that you have the correct voltage. This is an easy thing and it builds confidence. Plus it keeps you from getting an entire board stuffed only to find it has a short and now is very difficult to locate. Best of luck in your project!
