Rather than using 0-5F for indexed, and 60-7F for access, they could have a few different cutoffs. For instance, one program may make good use of more access ram, but only have fairly small offsets from the stack mark, another be just the opposite. Sort of like on the 6809 processor variables located within 15 bytes of the stack mark took one less instruction word than those = located at larger offsets.
