I don't have a PIC16F819 data sheet handy at the moment, but from the PIC18F2525/2620/4525/4620 I'm looking at right now I see that IOFS within OSCCON is read-only -- it is just a status indicator: "IOFS bit indicates when the internal oscillator block has stabilized and is providing the device clock in RC Clock modes."
