people slowing down for no good reason hardly creates a "safe zone" of any kind. in fact it makes an accident far, far more likely as someone may not be paying attention, in which case you have caused a collision, and should rightly be held liable for all damage and injury done. at the least, you would be impeding traffic, which also increases accidents by increasing congestion. not to mention, i really don't appreciate extra rf exposure with no benefit.
