that's what parabolic reflectors are for, or other highly directional antennas. on the other hand, such a thing would be hazardous to other drivers unless carefully used. you could have it behind a plastic grill, or in the trunk behind a radar transparent material and trigger it when a "victim" is in the right direction..... definitely not legal, and definitely something you don't want to be arrested for, fun aside.
