There are a bunch of special purpose glues for this, several of which
are probably sold at your local computer store.  Most seem to be
epoxies loaded with alumina or silver.  http://www.arcticsilver.com
seems to be "industry standard" for PC overclockers and similar.

The industry abounds with what amounts to aluminum double-sided
"thermal tape", but that seems to be harder to find on a retail basis.
Note that some heatsinks seem to come with thermal tape already
attached...
