www.custompcb.com seems to be pretty cheap. The have 4x5.5 single sided boards for $9 (2 piece minimum). They also allow panelization of 1 or more designs (and even cut them out for you) on 8x11 panels which are 2 for $48 up to 10 for $138. I have never tried them because for a single sided board I'll etch it myself and for a double sided, the price doubles.
