In Eagle layout editor, once I have a 18 pin PIC made and saved in my library, I use that for all other 18 pin PICs I need to use. I also use the 12C508 for my 12F675s. So I'm sure if the guy just went thru and did a few from each pin count, that would be good enough in most cases. Personally, I like Eagle too much to switch to another package. It would take some serious recommendations for me to even bother trying another free package.
