IIRC FAT is not very suitable for flash anyway; there is FFS (Flash File System) developed for that cause (cause less wear; evenly distribyted flash rewrite), and now there is both monetary and technical reasons to use it. I guess MS wil not make Windows handle alterantively (often better) filesystems because they want to lock people to use technology they make money on, even when that is holding development back... I think another good alterantive is ext2.
