If the car is later than 1996 then the computer can be talked to via OBD-II. This is a suite of protocols (VPN, PWM, and ISO) that are mainly concerned with vehicle emissions. However only a limited amount of information is available, and even fewer parameters are settable, or known publicly to be settable. There is much more available, but it's not public. A lot has been reverse engineered, but it's highly make/model specific.
