I'm not one of the smart dudes, but here is what I know. GMT +2 can be anywhere from Finland down past Egypt to Isreal. So you = are two time zones over from England, and one from Germany and France. My understanding of the phone number is that they go this way: +ccc (0) = nnnnnnnn where +ccc is the country code and the (0) is optional = depending if you are calling from outside the country you are calling or = not. =20 I think, then, is that there is no way to know without the 2 (or 3) = digit country code before the (0). =20 Google shows some phone prefixes from Croatia (net ending .hr) that = begin 014826.
