No, I suspect my local utility would be reluctant to try that experiement on
my behalf!  However, the design of the disc type meters includes a voltage
and a current coil.  They couldn't possibly get any kind of reasonable
accuracy in measured power consumption if they assumed a fixed voltage.  For
those people in remote locations, voltage variation can be surprisingly
large.
