SipGetInfo returns a pointer to SIPINFO which has a fdwFlags member.  fdwFlags
will have the SIPF_ON flag set if it's up and the SIPF_OFF flag set if it's
down.

I hope this is what you're after.

With Win CE for hand helds and pocket pc, is there a flag or WM_ that indicates
if the software keyboard has been popped-up, or is displayed? Can't seem to find
any reference to that in the documentation.
