Don't they already do this in the shape of forums/message boards?

The root of the forum can contain your top level main catagories,
(OT:, PIC:, BUY: etc), and then have your threads inside each. And
the best bit - no spam! Don't think there's a 100% devoted PIC
forum - would be worth setting up tho...
