In my case, I had the following setup: the device controlled by the transistor was with the + pin at 13V, and with the - pin at the transistor's collector. The transistor's emitter was connected to ground. The base was connected through a 4.7K resistor to some control line. When I was turning on the transistor and measuring the voltage, it was 13V, but if the device was actually connected, the voltage dropped to 7V (because the transistors were inversed). I guess I was doing something very wrong, but now after putting them in the correct order, everything works fine. I've come to the conclusion that (at least with the pack of RadioShack 2N2222 type transistor and the regular PNP transistors) the pinout is just like it looks in the schematic. For an NPN open collector thingy, I connect pin 1(flat part facing you, the rightmost pin) to the +5v (via a pullup), connect pin 3(the leftmost pin) to ground, and use the middle pin to toggle the transistor on and off. I could be totally wrong, but it works for me every single time and it doesn't work the other way around. Maybe transistors can go both ways to some degree? Again, I could be wrong, this is just what I noticed.
