Does this programmer use a serial port to connect to the PC? Are either of the machines a notebook? I ask because Notebook serial ports are notoriously finicky. If neither of those, then perhaps a run down of the specs between the two machines? I personally would not think you should need a config file because the speed of the processor changed. That should be handled automatically by the programming software...
