I regularly get the "Code Programming error at 0000" error from the EPIC programmer. This happens if I tried to erase the chip memory when my target circuit does not have sufficient 5V supply. It may seem that the problem is related to the PC in question, however I think it is also likely that there is a power problem. On my EPIC I hacked in an external 5V supply that is robust enough to power any target project I am likely to have. The 5V on the EPIC is pretty lightweight, IIRC. Unfortunately my 5V supply is battery powered so I have to freshen the battery every so often.
