Since this is a machine-made board, is this a tested design? Is there
a short from Vcc to GND somewhere?
Oh, and regarding that "Long Shot", I've made that mistake recently
myself. I now keep my regulators sorted into separate parts bins to
reduce the chances of doing that again.
