I have a heatsink to be mounted, but for the moment, there should be no power consumption, so I thought that the power to be dissipated is small. I am it has to drop 13.8 - 5 = 8.8 volts. if you IC-s are consuming, let's say 200mA (only you know the exact value) then the power dissipation on 7805 would be 8.8 * 0.2 = 1.76 watts.
