it has to drop 13.8 - 5 =3D 8.8 volts.
if you IC-s are consuming, let's say 200mA (only you know the exact
value) then the power dissipation on 7805 would be 8.8 * 0.2 =3D 1.76
watts. I guess it will get quite hot without heatsink.
