It's the same reason my microchip no longer ship samples to Australia. Someone mentioned the free sample program on a forum, to assist another member of that forum who was a newbie to electronics. Other members of the forum swamped the sample program, ordering hundreds of chips which they had no intention of using, and were simply trashing or shelving them as they arrived. So Microchip pulled the sample program...
