Does the antenna depend on a ground, and if so, does it have one?
The GPS signal from my Lowe's antenna is essentially dead, unless it's mounted on at least a 6" metal plate.  Sitting on my dash, no signal. Sitting on top of my car radio IN the dash, rails out on all sattelites.
