They'd be OK if they only ate neutered birds and animals :-)

More seriously, that would reduce the risk from 'release candidates' (to
borrow and expression from somewhere I can't quite put my finger on ...
:-) ) PROVIDED that people could be trusted to do what they were meant to
do. Human nature being what it is, the only certain way of removing the
problem with certainty is to remove the problem completely. (Which doesn't
mean it is necessarily what should be done). ) Shame about human nature.
