Heh.  that's not "policy"; that's implementation!

I agree that being refused samples is much better that being told
they're on their way and never getting them.

A couple years ago, before microchip's current sample policy was in
effect, I filled out a card for a sample 12c509 at an ESC or something.
  I'm still waiting...  (And I've since had success with the new sample
system, so I'm not really complaining.  It's just amusing.)
