Our China factory has two quality grades- one for North American and European customers and a lower grade for Pakistan, India etc. that has more fallouts and other floor-sweepings included. The price difference is 30% or 40% IIRC. Maybe someone is reselling the low-grade units, kind of like Poly Paks did in the US many years ago. Similarly, my client in HK makes a product which sells in large quantity for $0.50. A mainland competitor sells their equivalent for less than half the price, but with 15% or 20% bad units. They don't mind that for the price difference in third world countries, they just pay someone peanuts to sort through them and try to fix the bad ones.
