OK! I missed that.

Visual Studio 6.0 is atill a good investment but it's certainly not
free.

eMbedded Visual Studio 3.0 for Pocket PC 2002 will not install without
Visual
Studio 6.0.  I think that you can install the Pocket PC 2002 SDK without
eMbedded Visual Studio, but I don't think you can use it without
eMbedded Visual
Studio.

I haven't tried any of the other SDKs or development tools.  There's a
page
buried somewhere in MSDN that shows you what you need to support each
Pocket PC
version, and the correct install order.  If I remember correctly there
was some
version of Visual Studio associated with each platform.
