I work a lot in Visual Studio and therefore have it installed so I have not noticed that I needed it for the embedded toolkit to work. Also looks at the disk as two seperate installations. If you want a tool chain for free (as in beer), the Linux PDAs offer that. However, if you just want a terminal emulator there are a low cost terminal emulators for Pocket PC.
