It mainly depend on your own experience. If you have done some work on the Windows platform and WIN32 it would be fairly easy to code simple terminal emulator for Pocket PC. Just code it in your windows tool of choice and do a minor port when ready. Unicode and other small differenced is often the only points. Otherwise I think you will find Palm equally easy to code for.
