Don't forget that at the time Ohm's law was derived, I don't think that "real" constant voltage sources were any more common than "real" constant current sources. Our thinking is a bit skewed by the fact that voltage regulators are so ubiquitous NOW. Originally, you'd probably think of I and V as measurable quantities, and R as the way to relate the measurements. NOT varying V to get a different current through a resistor...
