Like I said, it depends on the rest of the circuit. Note that for some PICs, you really only need to connect PGC, PGD, and VPP. The normal 5V supplied by the application circuit can supply Vdd. It depends on the programming algorithm used by that chip. This definitely will not work on the 12-series. But it does work on chips like 16F87x. I use this technique, and I also often use just a 10K pullup. I guess this technique doesn't conform to microchips recommendations for production (since it can only verify at one voltage), but it works great for development.
