I've just had a look at their website ( http://www.lysator.liu.se/~alla/dia/ ) and as I understand it, Dia is a diagramming tool which happens to have some libraries with electronic components etc. I'm sure that you could create some ok diagrams with it, but I suspect that it will be far inferior compared to Eagle which is a dedicated electronics schematic and pcb layout tool. For example, I'm presuming that Dia will just have a fairly limited number of electronic components eg. diode, transister, resistor, ic, capacitor, etc. where as Eagle has a vast library of components that you can choose from where you can pick an individual ic, eg. pic16f84a or whatever, and there will be a diagram of it with labeled pins etc for you to connect nets to and has all manner of labeling options for naming components, giving them values and having it all be displayed correctly etc. Naturally Eagle will also then let you take your schematic and use that as a basis for a pcb layout though that's not something I've used it for. I'm sure that you could use Dia for creating some nice enough diagrams of basic circuits, but I'm sure you'd find Eagle to be far superior. Is there any particular reason you'd rather use Dia than Eagle? If you do create some circuit diagrams in Dia, post them up, I'd be interested to see what results are achievable.
