i'd say that it was almost definatly the other way around
in a breadboard situation i havent had a problem relating to bypassing, they
are one of those 5% things, ie they are only an issue in that 5% of the time
when something unusual is happening ;->.

Mclr is *vital* that is one of those 99.95% things
it has to be right or it wont work at all

Thanks to everybody who helped me get this working again.  I must admit that
I'm disappointed the problem was so simple!

The problem was (primarily) the lack of a 100nf bypass capacitor, and
(secondarily, perhaps) a floating /MCLR.

You were a great help to me tonight, I hope maybe some day I can return the
