If the documentation suggests that the TTL output will work with a standard serial port, it's possible you have a particularly fussy serial port on yopur PC that dosen't like TTL levels. If this is the case you can't simply add a MAX232 as they invert the data levels. You will either have to invert the data before the MAX232 using e.g. a transistor or a NOT gate, or build/buy an RS232 line driver that dosen't invert.
