I got the same impression, yet the official documents still state that a
production progger should verify at the extremes of the power voltage.
But those documents contain other errors, so why not this one too :)

Yet a producer of programmed PICs might want to use a production
(multiple-voltage-verify) progger for non-technical reasons (for
instance to avoid blame).
