What sort of accuracy and frequency range? My immediate reaction was to use
PWM to control the oscillator portion of a CD4046, but that may be too
coarse a step in frequency for you. It is possible to get 4046 chips that go
up to reasonable frequencies IIRC.

Your next bet id probably a DDS chip such as those supplied by Analog
Devices.
