The rest is lost by not fully combusted fuel, heat escaping by the exhaust gases, leak of heat to other places etc. (Still it is impossible to reach over 90% as long as they do not condensate the water that is a byproduct in combustion; almost no heater do that, so almost everybody pretend it do not exist... :/ ) Also, see their own specs at http://www.whispergen.com/specs.html where they state output power in electricity and heat, roughly 1/10 of the total output is electricity.
