You might have a look at http://www.sipphone.com . They have free software that lets you send and receive calls through their free service. They also have adapters that connect regular telephones to internet for SIP communications. Works pretty well for me. This may not be what you're looking for, though. With my router, I can have only one phone/adapter connected at a time. If I connect two, I can make the other one ring, but no voice goes through. I understand some routers will let you connect more than one sipphone.
