It doesn't wait until the end of the auction, it simply drops in a bid in the last few seconds or so before there is time for a human response. I'm still not sure if it applies to Autobidding though since that's Ebay's own internal system. I mean if I autobid $33, the pre-sniper bid is $15, and the sniper drops in an $18 bid in the seconds of the auction, then I would figure that my $33 autobid should still take precedence over the $18 bid even if it's dropped in with 2 seconds left.
