I've taken apart a couple of Epson inkjets and they have all used this
system.  It's actually used for sucking ink through the nozzles during the
head cleaning process.  The wasted ink gets soaked up by a thick felt pad in
the bottom of the printer (hint: don't pick it up without wearing gloves!).
