Well my only experience is at LA, since 9/11, and if you are not from a country assigned Visa Waiver status then you definitely need a Visa for a stopover on an international flight. This is because there is no stopover lounge now. Everyone has to clear immigration and collect their suitcases. The only exception I have had is when my continued flight was on the same plane and then I did not need to collect suitcases, but still had to go through immigration.
