Another solution may be some type of radar system if you can use a central
TX/RX then time of flight to and back from each target.

By using a rotating aerial you can then get direction and range but over
such a small range this may not be workable.

With a narrow beam system such as a laser / UHF you could do an elevation
scan as well to get height, direction & range.
