My guess would be the 628A, it's cheaper then the "regular" 628 yet has all the same features, so unless you've got some (or have a programmer that only supports the 628) I see no reason in buying the 628. No doubt the 628A is cheaper for MChip to make (probably because it is built on a smaller technology and therefore they get more parts per wafer?).
