How do you make Explorer with W98 and XP turn the modem
off (actually go Offline properly, not just a tick in a menu) ? OE
turns the modem relay off, why doesn't IE ?

I've had a look around the FAQ, forums and help at
www.annoyances.org but couldn't see any reference
