You are totally correct. I was just assuming that you (or who ever asked about a programmer, I can't remember) didn't want to buy anything and wanted to do everything by yourself. Of course, if you want to buy the chip or let someone else program the PIC16 for you, then I'm sure this is an excellent choice.
